It depends on what vegitables, but in general, after you've had a week of non-freezing weather (i.e. the temperature has never gone below 33F in a week) it's safe to plant. Some vegitables are more cold weather hardy and can be planted as soon as the ground thaws. These include peas, potatoes, carrots, and members of the leattuce family.
