Fetal development, by definition, takes place during the fetal period while in the uterus. In an ectoptic pregnancy, fetal development takes place outside the uterus but still within the female's body; this type of pregnancy is generally terminated when it is identified because the female cannot carry the fetus to term and there is a major risk of death to the female.

Development starts when there is positive changes made. Because development to be it must be qualitatively and quantitatively . because whatever you think is development may be under development to the other person.
