Sandstorm, I think, started falling in love with Firestar when she was an apprentice and Firestar saved her from falling over the gorge in book two (Fire and Ice). But she completely fell in love with him sometime after she became a warrior. Firestar, though, didn't really fall in love with Sandstorm 'till about the middle of thr fourth book (Rising Storm). However, they only confessed their love to each other until right before Firestar thought of a plan to trick the dogs in book five (A Dangerous Path).

Fireheart tells Sandstorm that he loves her after the battle against BloodClan when they are reunited at Fourtrees. He admits his feelings for her and they share a tender moment together.
