There is really no "set time" to replace rotors. Some people (if you have the extra cash) like to do it when they replace their pads (which may help the life of your pads in the long run). Personally, the only time I replace my rotors are if they get warped (pulse in the brake when applied) or if they have sat for months and have excessive rust build up. Now, if you have a warped rotor, you can get it machined but I do recommend replacing them if pulsing occurs. I have had rotors last 150,000 kilometers and could have lasted longer if I didn't have to hit the brakes to avoid a deer on the road. The reason they lasted so long is because I service my brakes every 40,000 kilometers (your local service station does this for around 30-40$ per axle. Well worth it!! And that's my rant!
