In the morning and in the afternoon. The best time is right after awakening. Do not check it while on the bed. Stand up, sit down and stretch your left arm, positioning it horizontally. Use a digital device for blood pressure checking, and follow instructions which come together with the device.

The pressure blood exerts against the inner walls of blood vessels. It is the hydrolic pressure of the blood within the blood vesicles. The measure is made of the blood within the arteries. The numbers you get from a blood-pressure device is the highest and lowest pressures at a given time (called systolic and diastolic).
Systolic blood pressure: is the pressure of blood flowing through the arteries every time the heart contracts. When the heart contracts (squeezes blood out of the heart) it is known as systole. Diastolic blood pressure: is your blood pressure when your heart is relaxed (resting time between each heart beat). This is known as diastolic. Hope this helped:-)
This is how I checked mine. I went to the local CVS pharmacy in Orlando, fl. They had a bench that I sat on to check my blood pressure. It also gave me my weight and body fat percentage at the same time. Maybe that can work for you if there is a CVS where you live or any other place that offers blood pressure.
That is considered borderline high blood pressure, however, a one time reading of blood pressure is not enough to make adiagnosis. Some peoples blood pressure goes up just by going to the doctor, called the white coat syndrome. Blood pressure can go up with stress, pain, anxiety, exercise ect...the best thing to do is to take serial readings to get an average. It should average below 140/90 at rest.
