Most states have a "Prevailing Conditions" speed law. Which, in essence, means if you are driving 65 MPH in a 65 zone, but it is pouring rain or foggy, the officer can determine what is a safe speed based on the conditions of the roadway. It's not only weather, but traffic, construction, acidents, pedestrians etc.

No. Passing another vehicle does not give you leniency in regards to speed limits. If you exceed the speed limit while passing another vehicle, you can be ticketed, just the same as if you were speeding in normal travel.

Supplemental: The above answer is technically correct. However, like many things in law enforcement, it will be a judgment call on the part of the officer who happens to observe it. For example: If you are on a road with a 60 MPH speed limit and wish to pass someone driving consistently at 55, it is unlikely that you will be cited for a certain reasonable burst of speed to safely accompllish the passing maneuver - PROVIDING - you return to the posted maximum immediately after passing. (reasonable,in this example, being 65 (+/-) MPH and NOT 90-95 MPH).

No under UK Vehicle law it is illegal to exceed the speed limit even when overtaking.

The logic is that if it requires you to do so then it is not safe enough to overtake.

The highway code goes further telling the driver of the car being overtaken to slow down to allow an overtaking vehicle to pass.

no, but people do it anyway, that's why we have speeding tickets! not in areas where it says photo enforced but on ahighway it is okay to exceed the speed limit by 5 with out get a ticket
