3G network availability depends on your Service network provider. Reliance provides 3G servies in Delhi, Mumbai, Kolkata, Punjab, Himachal Pradesh, MP/Chattisgarh, Rajasthan, West Bengal, Bihar/Jharkhand, Orissa, Assam, North-East and J&K. Also they are planning to work out on partnership alliances with operators where they do not have 3G licence so that users get a seamless 3G experience when they roam.

You'll just have to get it unlocked and choose from the network carriers. I'll suggest you go for Reliance Mobile. A sneak into Reliance 3G's Employee Launch revealed that it offers a speed of upto 5.7mbps on an iPad.
Tata Docomo is the first one to launch 3G in India. But sadly they don't have license for Mumbai. But reliance Mobile has. Also Reliance Mobile is gonna offer a speed of upto 28mbps which the highest in the country.
Currently there is NO 3G mobile network operating in Pakistan but finally PTA (Pakistan Tele Communication Authority) is launching 3G Trial run in 3rd week of March and eventually in April 3G will be available for all mobile operators and users

The predictions say 150 million 3G subscribers in India by the end of 2014. But if operators like Reliance Mobile who have 120 million subscribers alone, provide 3G services at an affordable price, imagine the kind of boost in Indian 3G subscribers.
