It was the Speaker of the House, Henry Clay who helped create that compromise. He was a Whig party member as was Abraham Lincoln. It can be said he was a mentor of Lincoln and both supported the American Colonization Society to help relocated freed slaves. Clay was a slave owner himself and wrestled with the problem,
