It could be either. Check the fuse first, if it is OK then you need to replace the bulb but if the fuse has blown you need to find what has caused it to blow.

there is a brake light fuse in the pannel you just need to look for it.
The fuse for BOTH brake lights is the same. If one light operates and the other one doesn't it is probably not the fuse. Check the bulb for need of replacement or perhaps the wire leading to the socket (or the socket itself) is bad.

HI, The most obvious is no brake lights, the brake lights might be coming on and off as you press the brake pedal, do you hear the switch as you press the brake pedal? A brake light switch isn't hard to replace but the first thing to look at and check is the fuse, see if that's blown. A brake light bulb may also be bad but you need to look at the fuse first. The marker lights and brake lights run on two different circuits, and usually light up two different filaments on the bulb. If both tail lights are out, either a fuse is blown, a wire is compromised, or both marker light filaments on the bulbs are broken.
there will be three things to check, first your fuses, they are located under the dash on the drivers side, and there is a fuse box under the hood. the 15 amp fuse under the hood in plug 27 is the fuse for the brake lights. if the fuse checks good will need to check the brake light switch on the brake pedal.
there is a brake switch under the brake pedal. This is a button that pretty much controls the break lights. you might need to replace this or look through the fuse box under the hood. (blue 15) is the fuse that powers the brake lights.
Check the fuse for the brake lights. It should be marked stop/haz on the fuse box cover.
You need to find the short circuit in the wiring.
