From a one way road. It's the same basic thing as turning right into another road, except you are in the far left hand curb lane, and turning left into another streets far left hand curb lane.
Yes, it is legal to make a left turn onto a one way street using the turn lane.
Another View: USE CAUTION WITH THE ABOVE ANSWER! The question is worded too generally and insufficient information is given about the configuration of the intersection.
IMPROVED ANSWER: The first answer assumes that there is a turn lane, and two lanes going in either direction. A 3 lane street could also be :
2 lanes going in the same direction as yourself, with one going in the opposite direction.
1 lane going in the same direction as yourself, with two going in the opposite direction.
3 lanes going in the same direction, with no lanes going in the opposite direction.
If it is the first configuration, be sure to be in the left lane before you begin to turn.
If it is in the second configuration use caution when turning and when stopping, being sure to use your blinker 200 feet before the turn, insuring the driver behind you is aware that you are making this turn.
If it is in the third configuration, be sure to be in the furthest left lane before turning.
This is also assuming that the one way street is going in the direction that you are turning in to. It is NEVER legal to turn down a one way street going the wrong way!
DISCLAIMER:
If this particular intersection in question poses a threat to yourself, your vehicle or other people and their vehicles, attempt to find a safer route to get to where you are going. Yours and fellow drivers' lives are worth the extra couple minutes of driving around the block looking for a safer alternative! If there is no safer alternative, use extreme caution when on any roadway in which moving traffic will be forced to stop behind you while you make any turn.

You should always only turn from the lane closest to the direction you wish to turn. For example you will turn only from the far left lane if you are turning to the left. If you wish to turn right then you will have to do this from the far right lane only.
Vehicles on the larger street have right of way.
If the road signs allow it.
From the lane nearest the right hand curb into the lane nearest the right hand curb -UNLESS of course - making a LEGAL left hand turn into a one-way street. Then it would be from the lane closest to the left hand curb into the lane nearest the left hand curb.
Drivers from either direction may use the center lane for left turns.
Any turn going left from any of the right lanes is an illegal turn. However, if you signal into any of the two left lanes (assuming the white lines are dashed and not solid), you can make a legal left turn from any of the two left turn lanes. Treat it like a four-laned intersection without the street lights and without a lane going straight. You must turn into your lane accordingly.
ONLY when turning from a one-way street onto another one-way street - AND THEN - only when turning from the proper lane, and only when permitted by a posted sign or a signal arrow.
