Jose Luis Rodriguez Zapatero is the Presidente del Gobierno. The President of the Government is nominated by the King but until he is approved by a vote of the Congress of Deputies his position is not official. The members of the Congress of Deputies are elected by the citizens so the selection of the President is really an indirect election. There is no dictator.
