A preliminary one was issued in September of 1862 that said the final one would go into effect on January 1, 1863 if the rebellion were still going on. Since it was, the official proclamation was issued on that day.

The Emancipation Proclamation was Abraham Lincoln wrote and issued the Emancipation Proclamation, which consisted of 2 executive orders. The actual Proclamation was never given as a speech.

The final Proclamation was issued at the White House, on January 1, 1863, the order was sent via telegraph from the War Department. It was then copied and printed in the Washington Evening Star, the afternoon of January 1, 1863.

There were celebrations at the White house, which the President attended, and parades throughout Washington DC, New York, and Boston.

Historian Harold Holzer wrote in book, "Lincoln: Seen and Unseen" President Lincoln's handling of the proclamation was curiously understated: "Unaware of the power of image-making, Lincoln made the proclamation official in his private office, before just a few witnesses. He made no speech that day, met no delegation of African Americans, visited no slave family, saw no abolitionists, presided over no ceremony."

The Emancipation Proclamation consists of two executive orders issued by United States President Abraham Lincoln during the American Civil War. The first one, issued September 22, 1862, declared the freedom of all slaves in any state of the Confederate States of America that did not return to Union control by January 1, 1863. The second order, issued January 1, 1863, named the specific states where it applied and was the one that actually freed slaves, at least in a legal sense.

I'm afraid I don't know what year the emancipation proclamation was made, but it was a proclamation that I believe was made by president Lincoln. It stated that all slaves were free and people could not be the property of other people.
