When the first U.S. spacecraft landed there because there was a flag posted on the side of the craft. Neil Armstrong planted a flag on a small staff soon after landing as well.

The US flag was planted by Neil Armstrong and Edwin "Buzz" Aldrin, the first man and second man to walk on the Moon. The iconic photo of Aldrin with the flag was taken by Neil Armstrong. Unfortunately, this flag was too close to the LEM and was blown over when the astronauts took off to leave the Moon.
The US flag was first raised on the moon on July 20th 1969 by Neil Armstrong and Buzz Aldrin (although it later was laid flat by the force of the Lunar Module's ascent). Each subsequent Apollo mission also raised a flag.

Any state flag should be flown below or level with the US Flag, but never above it. If it is on the same level it should be on the right, this includes Texas. The rumor that Texas is the only state that is allowed to fly at level with the US Flag is just that a rumor and an urban myth.
