The term camera comes from the Latin "camera obscura" which means dark chamber and was a small box with a mirror inside that would project an image onto a piece of glass. The first camera obscura was probably built by a man called Alhazen in the 11th century. Later, during the Renaissance, many artists like Leonardo Da Vinci used a camera obscura to trace a scene that they would later paint. So, the original camera was used for painting on canvas, not for taking pictures as we normally do now. And even now, the camera obscura is not even a traditional camera, but a microchip in a digital camera.
The first camera that could record an image on its own was made by Joseph Nicephore Niepce. He used a device called a "camera obscura" which was like a camera but where the film goes, was a sheet of very thin paper you were supposed to trace the scene onto. Niepce took a plate of metal, coated it with asphalt and exposed it in his camera for 8 hours.
Louis Daguerre and Joseph Nicéphore Niépce (who was Daguerre's partner, but died before their invention was completed) invented the first practical photographic method, which was named the daguerreotype, in 1839.

No one discovered the camera. It was invented. To have something discovered it has to all ready exist in nature. As early as the 5th century BC the Chinese and Greeks had basic optics/camera. In 1814 Joseph Niepce invented the camera obscura.

It was discovered independently several times in history; probably credit should go to Abū 'Alī al-Ḥasan ibn al-Ḥasan ibn al-Haytham who not only discovered the affect but wrote a book on optics to describe it. He discovered the affect in Cairo, Egypt.
