It means somethings wrong in you computer/laptop.
Check whether the monitor as weall as the manufacturer's card is properly identified in windows. Install update driver for the card and monitor
A standard 19" monitor is 1280x1024, a widescreen 19" monitor is 1440x900.This will depend on monitor brand and video card capabilities.
Bring up Windows Defender. There is a section in it that shows all the background applications running.

The Windows environment contains numerous items to keep the system running properly. RAM, file allocation, system idle process, and Winlogon are all parts of the environment.
For a several reason,1. The monitor doesn't support the desktop resolution that Windows provide.2. The monitor doesn't support the refresh rate that Windows provide.3. The graphic card settings appear to be unsupported by your monitor.4. The monitor maybe unrecognized by Windows, and needs drivers installed.Try booting Windows on the safe mode, tweak monitor settings on control panel, or desktop properties, try the lowest resolution (800x600), and refresh rate (60 Hertz).
You do not need drivers for a monitor.

You can have a running batch file continue in another batch file but have it running in the same spot as it was before moving in Windows 7 if it is configured properly. Batch files are designed to perform simple operations based on user input.
Safe mode loads the Standard VGA driver, its not somewhat a monitor troubleshooting step but rather a step taken to resolve driver issues. If your monitor displays the first part of the boot process then blanks out while loading the OS it is recommended your boot into safe mode to try & resolve display issues.
