What a number of people have found is the computer has been on for a time and has got rally hot inside. When you turn the computer off the fan continues to spin as the computer is still too hot to work.
If the computer is starting from cold and has not been used for several hours and only the fan works but the rest of the computer stays off then a qualified technician needs to find out why.
Check the fuses, check the relay and then check the fan motor.

first turn on the truck turn on ac if the fan doesnt turn then pull the harness and check for voltage if there is none check fuses and relays if there is then fan is bad

You can probably get a computer fan to turn a bit if there is no electricity, but you'll not get any benefit from doing that.
apparently they are designed for cold temperatures, so the radiator fan will kick in really really late. But if your fan doesnt turn on at all either the fan doesnt work at all (power failure to fan, or fan malfuntion) or fan sensor switch is faulty.
The fan will not turn on till your vehicle is at operating temperature. Check it again when the engine is hot.
The fan motor has failed and will need replaced.

Fan belts are used to turn the fan in an automobile to cool off your radiator, or in a computer to pull cool air into the motor to keep it from overheating.
Radiator fan could be bad, fan relay bad, fuse blown. Also if your ECT (engine coolant temperature) sensor is bad the ECM (computer) won't know to tell the fan to turn on.
