Where do you find rock smash on Pokemon shiny gold?

To get rock smash, you have to go to Goldenrod City and beat the gym leader. Then go to a house with a flower garden, talk to the person watering the plants, and she'll give you Squirtbottle. Go back to Violet City where there is a tree blocking the way. Use the Squirtbottle and the tree turns into Sudowoodo. Beat Sudowoodo and talk to the person next to the tree. He will give you rock smash.

if your in violet city, go left until you reach a route. then ther is a person who you talk to, he will give you rock smash. (you need to beat the gym leader falkner before you can use it.) :)
