because at one point the population of china was at one billion which is a 7th of the worlds population today, so they put the policy down hoping it will go back down to the millions as some people in china have food shortages and they live in poverty due to the amount of people there are in china, also because of the amount of people there, there are more homeless people there than in any other place in the world.
