Where and how do you turn the idle up on a 1996 Dodge Ram 2500 Turbo Diesel?

As far as I've been told, the idle is set by the pump? So if it's low the pump might need rebuilding soon.

no it is mounted on the driver side of the motor near the bottom underneath the fuel filter. Unless it has had the factory retrofit kit installed. Dodge started to put them in the tank in 2006?
