On VW aircooled engines (used in the old beetles) it is as follows.
Standing at the back of the vehicle, looking at the engine the cylinder on the left closest to you is #4, the one behind it (nearer to the front of the car) is #3. On the right side the one closest to you is #2, the one further away is #1
so:

3 ---- 1
4 ---- 2
(rear of car)

The firing order for all air cooled VW engines is 1-4-3-2, the cylinder numbers are spelled out on the cylinder sheetmetal near the spark plugs.
The firing order for a VW Jetta 1991 4-cylinder 1.8 is 1, 3, 4, 2. The number 1 cylinder is closest to the pulley on the engine.

Looking forward from the rear of the car, Right Front is 1, Right Rear is 2, left Front 3, left rear is 4.
16 cylinder has around 175hp and 4 cylinder 1984cc 8v has 115 stock.
The firing order for all VW 4 cylinder engines is 1-3-4-2, with cylinder no.1 next to the camshaft pulley wheel.

That would be the left or drivers side cylinder (US models) or the cylinder nearest the accessory Vbelts and crank pulley.
The one closest to the radiator.
You can buy a new cylinder head for a 1981 VW Rabbit Diesel at most auto part stores. Salvage yards also carry the item.
In the cylinder heads. Will be connected to heavy wire (single) and not fuel. One per cylinder.
