A person should know the location of the fuses and the relays of a vehicle. The horn relay of a 1994 Chevrolet 3500 is located in the fuse/relay box under the hood.

On the monte carlo the relay your looking for is on the passenger side inner fender. There are two boxes with fuses and relays and the lower box is where the fan relays are.
As far as I know, there is no fuse panel under the hood of 1988 Corsica. The fuse panel on my 1988 corsica is on the side panel of the dash board at the driver's side. There should be a cover that you can easily remove to expose the fuses.
