Yes, there are many makeup artist schools around. They are very specialized and they cost quite a bit, but there is a good amount of money out there if you are really good at it.
Most makeup artists work on brides. In a lot of states - mine is one of them - you need either a cosmetology license or an esthetics license to legally earn money as a makeup artist. And to get either one, you must go to beauty school.

First decide what kind of makeup you want to do - if you plan to focus on brides you need to follow a different path than if you want to create monsters for movies. I'm going to assume you're still in high school. The very first thing I would do, before I spent thousands of dollars on classes or compiled a list of working makeup department heads in the movie business, is to go to your school's theater teacher and ask to start doing makeup for school plays.
you can go to school and that will be your experience or if you want to work in a department store sometimes they will give you training
What kind of makeup do you want to do? If you want to do bridal makeup, go to esthetician school. For television makeup, the usual way is to get a job as a production assistant at a TV station and they'll train you there. Movie makeup is learned at movie makeup schools, which are found mostly in Los Angeles.
