Kroger doesn't run their own fleet - they have their own trailers, but all their trucking is done by third party contractors - even if they have Kroger livery on their trucks, you'll notice there'll be a logo accompanying it which will say something like, "Owned and operated by XXX trucking company". Who the trucking company is varies by region. In Colorado, I've seen TransService, GreatWide, and Domenico pulling King Soopers/City Market trailers (King Soopers and City Market are local chains which had been bought out by Kroger). Personally, I'm not thrilled with the specs I've seen of the Domenico trucks... typically, T800 Kenworths with the 12.8 PACCAR engine and an autoshift turning 3.58s. TransService uses Sterlings... while they're popular for daycab applications because of their spacious daycabs, they're junk, plain and simple, and they've been out of production since 2009.
Anyhow, where to buy the trucks from these carriers depends on whether they buy or lease. If they lease, they'll be returned to the leasing company (which might be a dealer or might be a specific lease company) at the end of their lease. If they don't lease their trucks, they might sell them to dealerships, or they might have their own sales division (the same way Werner Enterprises does with their Fleet Truck Sales subsidiary).
