A 225/70/15 will fit a 66 LeMans....but I think the only diameter wheel available for the LeMans back then was originally 14". I could be wrong about this.
No you just have to get up under there and reach up. It's really easy. And its easy to remove the gages too. So don't take everything apart unless you want to clean back there.

on eBay in their eBay motors home page where it says parts with a window type in year of vehicle and model you should find AZ wiring diagram for the 66 gto.i found one teir for my 64 gto hope this helps.
