Could be a bad coolant temperature sensor, fan relay or thermostat. keep in mind the fan motor itself may be bad.

The oil filter on a 1990 Pontiac 6000 is located on the driver's side of the engine compartment. It is on the side of the motor all the way to the rear, near the firewall.
You could call your local auto parts store and they should know the answer to that one
