1) Show Prof. Elm a Togepi.
2) As a second-place prize in the Bug Catching Contest.
3) Show Bill's grandfather a Jigglypuff in Pokemon HeartGold or a Lickitung in Pokemon SoulSilver.

∙ 13y agoYou can't. You can find some by using the Dowsing Machine or by finding one attached to wild Geodude and Graveler. You also have the option of importing some from Diamond, Pearl, or Platinum after receiving the national dex as well.
