You can:
1) Buy them on the Grand Exchange.
2) Make them yourself, by smelting gold ore.
The gold ore, you can buy from the Grand Exchange or get from a gold mine.
EDIT: They can also be obtained as a Monster Drops from the likes of Gargoyles, Nechryael, Greater Demons, etc.

One of the fastest ways to get a lot of charms - including many blue charms - is to kill rock lobsters with the spell "ice barrage". Note that this spell requires a high magic level, and a lot of money. Otherwise, I would suggest you just do slayer tasks - preferably from the highest-level slayer master that is feasible for your combat and slayer level - and not worry about what type of charms you get; however, the genral tendency is that higher-level monsters give you better charms (for example, less gold, and more crimson and blue).
A Green Dragon's Best Drops are: - Dragon egg - Used in summoning for a pet dragon. - Rune Full Helm - Rune Kiteshield - Dragon Spear - Dragon Bones ( 100% Drop) - Dragon Hide Green ( 100% Drop ) - Shield Left Half ( Dragon ) - Clue Scroll Level 3 - Gold, Green, Crimson and blue Charms
There is no such thing as Blue Shards, however if you meant "Blue Charms" I have provided you with a link below that should provide the answer(s) that you seek.
To train Summoning on Runescape your only viable method is to make pouches. To make these pouches, you will need charms (Gold, Green, Crimson, and Blue), secondary ingredients to make whatever pouch you are making, empty pouches, and spirit shards which can be bought either from the Grand Exchange or from any summoning shop for 25gp each. All ingredients and charms must be brought to a large summoning obelisk in order to infuse them. Large obelisks can be found in many places on Runescape, namely Taverley or near Piscatoris Fishing Colony if you have completed the Swan Song quest. As for where you can actually summon familiars: practically anywhere, as long as you have the level to summon the familiar and the pouch required to do so.
