A Hex Editor is simply a program that allows you to look at files on a much lower level than is normally psosible, viewing and changing things you couldn't normally see. A good one to use is called "XVI32" and can be downloaded for free from the web site in the links below.
I believe it has a help file attached, but the usage is pretty simple... just open up a file with it, make any changes you want, and save!
