If you are referring to the keycode for the ignition, door, trunk keys, and not the keypad code for the keyless electronic entry, the ogigional selling dealer is the only one who stands a chance of having that information. Ford did not put that information online for dealers to get until around late 1999, maybe 2000. So anything built before that, the original selling dealer was the only one to ever have that info. And I am sure that they have purged that by now, given that we are tallking about 21 year old info. If you need, you can call a locksmith to make a key. They have ways of doing without a keycode.
You can find the starter for the 1985 Lincoln Crown Victoria LTD online at places like Rock Auto. AutoZone also offers the starter for this vehicle.
The key code for a 1998 Ford Crown Victoria Police package would be located in the owners manual. If you do not have one you may call the manufacturer and order a code, or simply request to reset the code.

Look underneath your trunk lid there should be a little white sticker with 5 numbers on it.

open the trunk and look on the underside there should be a sticker with the code on it If not there, look for the keyless entry module, usually inthe trunk, on the back of the back seat. It will have the code on it.

its on the back side of the thottle body on top of the intake manifold. There are some good pictures showing the location and instructions for repair/replacement at Autoclinix.com specifcally for the Crown Victoria.
They are not sold. Must find pirated on the internet or find someone with same car and look at there manual.
If you can find a police cruiser that had an analog dash, I believe you can.
