Many people simply use an action replay therefore becoming ultimate and yes claiming Arceus.
I am not one of those people.
The only way to get Arceus is in Pokemon pearl and diamond to trade with someone over GTS (Global Trade Station) with someone who has either cheated or a Japanese player who has went to the special event in Japan to obtain Deoxys. You must use Diamond and Pearl as in Platinum Heart Gold and Soul Silver you can not trade legendary Pokemon on the GTS.
Alternatively, on eBay you can purchase legendary Pokemon or on YouTube many people have video's showing what they are willing to offer and for what Pokemon they want.
Otherwise no, without trading, buying, or simply cheating, there is no possible way to obtain Arceus in any Pokemon game, including Pokemon heart gold and soul silver, however it may be possible in later games like Pokemon Black and White that Nintendo are currently working on.
