What year is your Crown Vic? On the later models (199x through 200x) there is a sticker on the radiator support or the removable filler panel between the grille and the radiator support that shows all the pulleys and the belt position on the pulleys. It is located near the emissions control sticker.
Make a diagram of all the pulleys and draw the belt in. Locate the belt tensionor. Loosen it. Slide belt off of the pulleys. Look at your diagram and install the new belt. Tighten tensionor. There should be little play in the belt after being installed on the pulleys.

A moving pulley is a wheel on an axle designed to support movement without a center point being fixed. A fixed position pulley does not change positions and rotates only in one direction.
Some where in the radiator shroud or engine compartment there should be a serpentine belt diagram. Follow diagram or picture. Rotate the drive belt tensioner away from the drive belt and install the drive belt on the alternator pulley. also the pulleys the smooth side of the belt goes on the smooth pulleys the belt side with the teeth go on the pulleys with the teeth

In answer to #1: Check around the engine compartment or in your owners manual if you need a diagram. In answer to #2: The diagram is for the proper location of the serpentine belt on the engine pulleys
There is a line on both of the pulleys, the top pulley (camshaft) the line should be at the bottom or 6:00 position and the bottom pulley (crankshaft) the line should be on top or in the 12:00 position, both lines should line up with each other.
when you buy a replacement belt buy a kit that also contains idler pulleys. its best to change them all at once. it should have drawings to show you proper routing and installation instructions.
Possibly loose belts slipping on the rotating pulleys. Need tightening which isn't a complicated job but need to be careful not to over tighten which could cause damage to the pulleys and the belts could break if old.
There is a tensioner pulley that must be removed or pulled out of the way. Get all of the pulleys aligned in the spot s where they need to be. Make sure that when you put the tension back on it that they stay in the correct spots.

Is the diagram on radiator support gone? Try an auto parts store they may have one a dealer will have one. Or do like I do. The back side (smooth side) of the belt will always go on a smooth pulley & ribbed will go on groved pulleys. Mark on a PC of paper the position on each pulley & which are groove-smooth. Takes a few min to figure out but it will work,
All manufacturers do it differently but you need to locate the belt routing diagram which for the most part is somewhere on the deck or under the seat, otherwise you need to look in the owners manual. Route the belt through all the stationary pulleys saving the idler ( moveable or has spring tension ) pulley for last. Move the pulley to a position where the belt can be placed in position and release.
