You cant get his phone number, but you can fight him again after fighting elite 4. However, the elite 4 will be like 20 lvls stronger this time, and almost all of their Pokemon will be evolved. red might be stronger, but not sure, cuz i don't remember his lvls from the first time
You can once you beat the ppokemon league ten times and not lose I got reds number and he still calls me

∙ 12y agoWell, I don't know if you have to beat him first, but get 5 massages on the same Pokemon from his sister(whereever she is you might have to look it up) and she'll eventually give you the number, either on the 5th or 6th time talking to her
