Pastoria City. From the Pokemon Center go west a little bit then south. You should see a guy on the edge of the water after going East a little bit. The house directly north of this guy has the Move Tutor in it.

∙ 15y agoyou take it to a man in pastoria city. if you talk to the guy next to the lake, he will sya hes smack dab in the middle of town. your in the right place. the house right above him, is the heart scale man. enjoy your new moves!

∙ 14y agoI can only remember one. Go right from Mauville City. Where the water is, press A on those big, brown rocks. Those are the types of rocks that heart scales are in.
also ... there is one in route 128 dive down, use your item finder. its in a rock. just keep searching.

∙ 12y agoYou can give them to a guy in Fallabor Town. He can teach your Pokemon any move they have ever learned before. This can be useful if you have Pokemon that you have caught at a high level. He takes one heart scale for each move you want to re-learn. PS If you have a Blaziken, Combusken, Torchic, I think he can teach it Fire Punch.
