It does most of the work in seeing through bills for legislation. They will then go on to the Seanad. Most of the work of the parliament is done in the Dáil. It is larger and is more representative of the people as members are elected by the people. The way members of the Seanad are chosen is different and does not involve the ordinary electorate.
