YES. Napoleon was born on the island of Corsica only a few years after it had been conquered by France. His two parents still considered themselves Genoese, since Corsica had previously been the territory of the Italian City-State of Genoa. Of course, all of Napoleon's major achievements in history took place either inside of France or as the Emperor of the French.
