It's a Spanish or Latin-American turnover, either baked or fried, and usually savory, filled with meat, fish, cheese, or vegetables, as opposed to being flavored with fruit/sweet as "turnover" is usually associated in the US. "Empanada" means, more or less, "breaded" in Spanish.
