Cacti grow in the semi-arid deserts, in which there is very little water, but there is still some. They grow there because that is their ecological niche; they are adapted to that kind of environment.

Clarification:

There are species of cacti that are adapted to living in a variety of habitats such as savannah, grassland, and even in rainforests.

Some cacti are small but most are tall because they donr have leaves to pick up sunlight easier so they try to be as tall and bigger to catch more sunlight. That's also why cacti grow slow.
