Where do the children stay if neither the mother or father has been chosen?

If grandparents or aunts or uncles (even Godparents) come forward the children can be awarded to them if the courts see fit. If no one comes forward the children will become a Ward of the State. This means that they will be the responsibility of that State and will be put up for adoption. Hopefully, someone comes forward.

Generally, they would go take the father to court and claim for custody (protection/safeguarding) over the children.

The mother can't really stop the father unless there was an agreement with a judge. The father does have a say in what he does with his children too, but if he is planning on not coming back or the children are in harm, then the mother would need to contact the local authorities.
