The rotary engine has two sets of spark plugs in order to meet the strict US smog requirements. The leading plugs(L1 L2) are the set on the bottom, and are used to actually ignite the fuel. The trailing plugs (T1 T2) are on the top, and are used to clean up the exhaust after combustion. So, to answer the question, L1 is on the front bottom, L2 is the rear bottom, and T1 and T2 are on the top.
