There are 2 ways:
1:A guy at SILPH CO. in CELADON or SAFFRON CITY will give you one, thanking you for saving him after you fight your rival in there.
2:Go to ICEFALL CAVE on FOUR ISLAND and SURF around until you find one. NOTE: THERE IS ONLY 1% chance you will encounter LAPRAS. So catch it before it uses PERISH SONG. (That's what happened to me)
OR JUST GET LAPRAS FROM SILPH CO THEN CATCH A DITTO AND GET ISLANDS 1-7 AN GO TO ISLAND 4 AND PUT DITTO AND LAPRAS IN THE DAYCARE AND YOU CAN HAVE AS MUCH AS YOU WANT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

∙ 14y agoSurf around on Route 224, and you will find it eventually. Mind you, it is very rare, so it could take several hours before you even encounter one. Just be patient and keep searching. Good luck!
Honestly, I would just trade it from maybe Heartgold.
In Heartgold, you need surf so you need to beat Morty before cetching it. You have to look in the basement of Union cave. Once you find your way to the right body of water in the cave you will see a Lapras swimming around in it. So you don't have to really look for it in the water once your in the correct place. But there is one more important point, it will only be there on fridays. I have not told you the directions so you can search YouTube, and It will show you the route. Lapras will be lv. 20 and once you kill it, it's gone and you will have to wait till another friday, So make sure to save before you challenge it :)

yes, I was in the Icefall Cave (Island Four) in the back of the cave (where you fight against some Team Rocket memebers with Lorellei). I was surfing on the water, because I tried to catch a Lapras (quote: 1%; I killed it accidentaly) and there was a green tentacool. I caught it with Ultra Ball.

Answer:they are quite rare. Only found in the Silph Co. (given to you i believe by a man) and in Icefall Cave (wild while surfing). you will find them in the rear of the cave and the encounter rate is about 1%. and to add to it, its catch rate is only 45 :/ so you're gunna need some strong pokeballs and alot of them to catch this beauty [:hope this helped you!By TwilighticecreamAlso a fun fact about them. Lorteli (that's how i believe its spelled) found her lapras in the icefall cave when she was a child. She was rescued by it and it brought her ashore.
