if you're talking about Pokemon Diamond, the only way i know how to get shaymin is if you use action replay, which you could either get him with that device itself, or if you put on the walk through walls cheat, you go all the way to the top right of the map, near the elite four, there is a long grass-ish walk way leading up, at the end of that shaymin is just standing there. idk what his lvl is, but if you use action replay, just get some master balls ^^hah, i hope this helps :)
