When you are looking for the second sacred flame, you discover a new place in Lanyuru Desert called Lanyuru sand sea. Here, you eventually find a pirate ship and you have to fight a skeleton to obtain a chest containing the bow.
Upon entering the Goron Mines, accessed through Death Mountain, you need to make your way to the miniboss in the dungeon. Dangoro is protecting the Hero's Bow and will not go down peacfully. Make sure you equip the Iron Boots throughout the battle or you will be tossed in the surrounding lava.
Most stores in TP sell arrows- I would recommend buying them in the Castle Town branch of Malo Mart (if you have opened it already) for a better deal.
You have to defeat a goron (the yellow things) with the iron boots. Then you will get the bow and arrows. There called the heroes weapon.
