It is right behind the hazard flasher switch on the dashboard, remove the air outlet to the right of it, just pops out with a straight screw driver. The switch /flasher is a solid state device.
It's on top of the plastic tank on the passenger side fender. There is no cap on the radiator itself.

You will need to remove the center air vent diffuser. Gently prior around the center dual vent to find and release the holding clips. Slide the vent out. The flasher is on the left inside and is removed from the vent opening. Pricey part coming from China.
The flasher relay is located under the steering column support.
Go to your local dealer parts dept and they can show you a pic of it and where it goes. They can also give you price and availability of the part, as it's only available from the OE mfr.

We managed to find it but for anyone else looking here is the answer. The flasher in a 1999 Oldsmobile Bravada is behind the glove box on the right side.
it is located in the glove compartment ,look around you'll find it .
