the motor for your heat and A/C interior fan
Bad fan motor? supply 12V hot to see if it works - if not bad fan motor Bad relay? Bad sensor?
A faulty fan motor, A faulty fan motor relay, A faulty coolant temp sensor, A faulty ECM, (most unlikely),
The blower motor for the Neon is located behind the glove compartment. To access the blower motor is to unplug the wiring plug from the wire harness and unlatch 3 or 4 clips. Then the blower motor is free from the vent intake.Don't forget to drop the glove compartment door.
In the power distribution box under the hood. There is also a relay there that controls the fan. and last but not least, there is a resistor that controls all fan speeds.
Could be a faulty fan motor, a faulty fan motor relay, a faulty fan motor temp switch or a blown fan motor fuse.
Use a test light connected to the fan motor - if it lights fan motor is bad if it does not light could be fuse, relay, switch, or resistor
Blown fuse, bad fan speed control switch, bad blower motor resistor pack, bad blower motor, or loose or disconnected wiring.

The 2005 Pontiac fan motor resistor is located on the back of the fan motor. The fan motor resistor is attached to the fan motor with two retaining screws.
Where do you find the Fuses
First, check for the obvious bad relay. Then, test the fan motor by applying 12V DC. If that shows no problem, try using a scan tool to command the fan on at the PCM. If you still find no problem, check the ECT and then see if the radiator is empty. If all is well, replace the battery.
Why fan motor is not self started?
Which fan motor?
you will find the resistor mounted in the air duct near the fan motor
No power to fan, fan motor is burned out, fan motor has seized up, control circuit for fan not working.
neither, blower resistor or blower module controls fan speeds.
Ceiling fan motor is squeaking
Remove the wiring harness or the fan motor belt, depending on the year of your Chevy Cavalier. Remove the fan motor retaining bolts. The fan motor will come off.
Remove the wiring harness from the back of your 1994 Chevy heater fan motor. Remove the heater fan motor retaining bolts. Remove the fan from the front of the heater motor. Reverse the process to install the new heater fan motor.
Bad fan motor? Dead short in wiring to fan motor?
The motor used in a table fan is usually a shaded pole motor.
They work independent of each other in this situation. Your blower motor may be worn,(brushes worn). I would take a test light to the hot lead at the fan motor to see if there is power to it ;if there is, that tells you the motor is shot.Get yourself a new blower motor if that is the case.
The radiator fan sensor switch or the radiator fan motor are at fault (maybe even both). Wire the fan motor direct to see if it will run, if it does, replace the sensor switch. If the fan motor doesn't run, replace the fan motor before you buy a new sensor. If after replacing the fan motor, the fan still doesn't run, then replace the sensor.
There is a small list of reasons. 1) There could be a disconnected somewhere between the thermstat and the fan; 2) a fuse may have blown out; 3) the cooling fan's motor may have a short
