Diglett, Natu, Azurill, Budew, Burmy, Chingling and Shaymin are the smallest Pokemon. They are all the same size 0'08".
However Shaymin can NOT be caught in the wild. They have been distributed in Nintendo Events only.
If you want to catch a Diglett, it is quite easy in Leaf Green and Fire Red, you can find them in Digglett Cave! To catch Natus you can get them in Six Island. I do not think you can catch Azurills in the wild but breed Marrils they can be gotten on Pokemon Sapphire.

The smallest Pokemon is not Pichu. Pichu is 1 foot, the smallest Pokemon is Diglett, 8 inches. Also, an Azurill is 8 inches. Budew of the Sinnoh region is also 8 inches. Burmy (Grass Cloak), Burmy (Trash Cloak) and Burmy (Sandy Cloak) are also 8 inches and found in the Sinnoh region. Chingling of the Sinnoh region is 8 inches.
