If it's on a 99-04 Grand Cherokee you can't. You would need to buy a new window regulator.
Take to someone who can fix it
buy a new horn and install it
on our 99, i have to remove the headlite assembly to get to the horn. there is one on each side
The relay on 96-99 saturns are mounted to the horn.

Most likely the horn itself is bad...It's under the drivers side headlight.
