You have to get far enuff in the story then some girl will tell you not to go to the tower, so go to the tower and there will be some guy outside looking at the antena,talk to him and he will drop the keycard -Ackbob

∙ 9y agoThe Card Key is an item the player needs to complete the Radio Tower takeover storyline in Pokemon Silver. The player must battle Team Rocket to the top of the Radio Tower and defeat the executive posing as the Director. He will then first to the player to the Underground Warehouse. Once the Player defeats their rival, more Rockets, and another executive in the warehouse, they will run into the Director. The Director will then give the player the Card Key.
