Mazda meant the transmission to be filled from a plug in the side of the transmission which is a real pain. Many Mazda owners remove the shifter and just pour it in. There is a second plug on the driver side of the transmission with a square head on it. Remove this plug and fill the transmission until fluid starts to drip from the hole, then it should be full. Make sure you're on level ground of coarse.

check your links on the transmission cable.
A 1994 Mazda Miata's automatic transmission may slip in 4th gear if the bands are heavily worn. When the bands become worn, they are unable to grip properly and cause slippage.
