The mounting of medals on US Military uniforms are done in an established "Order of Precedence", that is the highest medal is in first place, followed by lesser medals, in order of the established precedence. The same would go for the ribbons representing those medals.
Ribbons and badges are placed on the upper left.
Medals are lined up over the left breast pocket. Ribbons for those items that do not have medals are then shifted to the right breast pocket.
They are placed centered on the left pocket.
If your facing the person your right. If your standing the same way your left.
Centered 1/4 inch above the left breast pocket.
That depends on which award you are asking about. Most of the "medals" (metal emblem on a ribbon) go over the left pocket.
Eagle Palms are pinned onto the ribbon of the Eagle Scout medal. If the Eagle Scout is an adult leader, the palms may be pinned to the Eagle Scout knot insignia.
Religious metals are pinned to the left chest above the pocket so that they hang down over the flap of the pocket.

The Arrow of Light award is sewn centered and just under the left shirt pocket on the Boy Scout uniform.

If the scout is a Cub Scout wearing a blue uniform shirt the Arrow of Light is centered on the left shirt pocket flap above the other rank badges (wolf , bear, etc). If the scout is a Cub Scout wearing the khaki (brown) shirt or a Boy Scout the Arrow of Light is worn centered under the left shirt pocket (below the pocket).
If it is actually a pin and not a badge, it is usually pinned on the right breast pocket of the formal uniform, but if it is a badge or crest, it goes on a badge blanket, and not on the uniform.

The Bridge to Cadette Girl Scout Award is placed directly under the Brownie Wings on a Cadette sash or vest.
