Since you've made it to Lilycove city and you already know where the those whales are you'll want to surf just north of them and into the cave. This is a Team Magma/Aqua hideout. Once completed the whales will be gone but if you leave without a master ball (found inside hideout) you will never be able to get again . . . I think
